Expert in: new technologies, information society
Plenipotentiary of the Minister of Digital Affairs for the Information Society in the years 2016-2024. In 2019-2020, Deputy Director of the NASK AIDA Center (AI and Data Analytics). Since 2020, he has been an expert and manager of the Digital Platform of the Industry of the Future run by the State Treasury Foundation – Platform of the Industry of the Future in Poland.
Member of the High-Level Expert Group for the European Commission (AIHLEG) on the development of an AI strategy for the EU (2018-2020). Member of the AIGO for OECD expert group for the development of recommendations on AI policies (2018-2019), as well as a permanent expert of the ONEAI network of experts on artificial intelligence at the OECD. Vice-Chairman of AIGO in 2022-2023. Member of the CAHAI/CAI expert group at the Council of Europe (2020-2024) developing the first-ever convention on artificial intelligence, human rights, democracy and the rule of law.
Member of the Data and AI Review Borad expert group for the development of standards for artificial intelligence and data in NATO (2022-2024).
Head of the Global Artificial Intelligence Alliance think tank and co-author of the CompassionAI project.
Director of the Legal Department at the National Broadcasting Council in 2004-2006. Director of the Legal Office at Telewizja Polska S.A. from 2012-2016.
A graduate of the Faculty of Law and Administration at the University of Gdańsk and a two-year seminar in commercial law and private international law. He completed postgraduate studies at the Institute of Intellectual Property of the Jagiellonian University and postgraduate studies in Competition Protection, Industrial Property and Computer Law at the Jagiellonian University.
