Professor at the University of Warsaw, Doctor habilitated of Juridical Science, attorney-at-law, Head of the Department of Economic Analysis of Law, Head of the Centre for Regulatory Impact Assessment and Head of Postgraduate Studies in Legislative Issues at the Faculty of Law and Administration, University of Warsaw. He has been a visiting professor at the University of Edinburgh and the University of Zagreb.

Expert acting for public institutions (e.g. member of the Council of the National Academic Exchange Agency, member of the COVID-19 Council to the Prime Minister, permanent expert of the Extraordinary Committee for Consideration of the Draft Law on Amendments to the Constitution of the Republic of Poland, expert of the Economic and Social Committee of the European Union, expert of the Polish Accreditation Committee) and non-governmental organisations (e.g. Vice-Chairman of the Ethics Committee of the Polish Chamber of Commerce and Industry, expert of the Polish Chamber of Commerce). He has also been a member of supervisory boards of companies and has drafted legal opinions and statutory normative acts commissioned by Polish and foreign public authorities.

Author of dozens of scholarly publications, including books on liability for damages for unlawful exercise of public authority, banking institutions offering loans indexed and denominated to foreign exchange rates, and the theory and practice of legislation. Speaker at numerous foreign international scientific conferences (including in China, India, South Africa, England, Portugal, Croatia and Ukraine). Lecturer at the Polish Law Schools at the University of Lviv and the University of Kyiv, as well as the legislative postgraduate qualification studies offered by the Government Legislation Centre and the Belvedere Summer School of the President of the Republic of Poland.
